Virginia Railway and Power Company was the operator of streetcar service in Norfolk, Virginia from 1911, when it replaced the Norfolk and Portsmouth Traction Company, until 1925, when it was replaced by the Virginia Electric and Power Company.

In 1925, just before being replaced by VEPCo, the company purchased the streetcar system in Richmond, Virginia, which had been operated by the Richmond Union Passenger Railway Company.
